A BILL to amend article two, chapter twenty of the code of West Virginia, one thousand nine hundred thirty-one, as amended, by adding thereto a new section, designated section thirty-b, relating to education in safe handling of firearms and bows and arrows; providing that certified volunteer instructors are entitled to reimbursement for mileage and payment for services; and requiring director to promulgate legislative rules.

Be it enacted by the Legislature of West Virginia:
That article two, chapter twenty of the code of West Virginia, one thousand nine hundred thirty-one, as amended, be amended by adding thereto a new section, designated section thirty-b, to read as follows:
ARTICLE 2. WILDLIFE RESOURCES.

§20-2-30b. Volunteer certified instructors of hunter safety courses; credit toward purchase of hunting license, stamps and endorsements.

Any volunteer who is certified as a hunter safety course instructor by the director under the provisions of section thirty-a of this article is entitled to reimbursement for mileage at the same rate at which state employees are reimbursed for mileage and payment for services in an amount not to exceed one hundred dollars per course for service as an instructor. The director shall propose legislative rules for promulgation in accordance with the provisions of article three, chapter twenty- nine-a of this code to carry out the provisions of this section and to provide that the payment to an instructor is earned based on the number of students he or she taught and the time the instructor spent instructing the students.
